The North Atlantic Treaty Organization (NATO) French:Organisation du Traité de l'Atlantique Nord (OTAN), also called the(North) Atlantic Alliance, is a military alliance established by the signing of the North Atlantic Treaty on 4 April 1949. The NATO headquarters are in Brussels, Belgium, and the organization constitutes a system ofcollective defense whereby its member states agree to mutual defense in response to an attack by any external party.

Able Archer 83 was a ten-day NATO command post exercise starting on November 2, 1983 that spanned Western Europe, centred on SHAPE'sHeadquarters situated at Casteau, north of the Belgian city of Mons. Able Archer exercises simulated a period of conflict escalation, culminating in a coordinated nuclear release. The 1983 exercise incorporated a new, unique format of coded communication, radio silences, participation by heads of state, and a simulated DEFCON 1 nuclear alert.
The realistic nature of the 1983 exercise, coupled with deteriorating relations between the United States and the Soviet Union and the anticipated arrival of Pershing II nuclear missiles in Europe, led some in the USSR to believe that Able Archer 83 was a ruse of war, obscuring preparations for a genuine nuclear first strike. This relatively obscure incident is considered by many historians to be the closest the world has come to nuclear war since the Cuban Missile Crisis of 1962 The threat of nuclear war abruptly ended with the conclusion of the Able Archer 83 exercise on November 11.

The Norwegian Armed Forces (Norwegian: Forsvaret) numbers about 30,000 personnel, including civilian employees.[1] According to current (as of 2006)mobilisation plans, the strength during full mobilisation is approximately 130,000 combatant personnel.[1] Norway has mandatory military service for males (6-12 months of training) and voluntary service for females.

Wesley Kanne Clark, Sr., KBE(born December 23, 1944) is a retired general of the United States Army. Clark was valedictorian of his class at West Point, was awarded aRhodes Scholarship to the University of Oxford where he obtained a degree inPhilosophy, Politics and Economics, and later graduated from the Command and General Staff College with a master's degree in military science. He spent 34 years in the Army and the Department of Defense, receiving many military decorations, several honorary knighthoods, and a Presidential Medal of Freedom.
Clark commanded Operation Allied Force in theKosovo War during his term as the Supreme Allied Commander Europe of NATO from 1997 to 2000.
